Cipher runs Silvertongue’s sprawling intelligence network-agents, informants, surveillance systems, and data collection operations throughout Elarion. He knows everyone’s secrets, tracks every faction’s movements, and ensures Silvertongue maintains information superiority. He’s the architect of the shadow war fought with blackmail, leverage, and strategic disclosure.

The man known only as Cipher arrived in Elarion twenty years ago as a government intelligence operative from an outside nation. His original mission-gather intelligence on Aether operations-became obsolete when his government collapsed during a regional conflict. Stranded in Elarion with intelligence training but no employer, he went freelance. He built a network of informants, established surveillance systems, and sold information to the highest bidders. His operation grew from individual clients to serving entire factions.

Silvertongue recruited him fifteen years ago, offering resources and protection in exchange for exclusive service. He accepted, recognizing that loyalty to one faction provided more security and profit than serving many. He became their spymaster, expanding his network into every corner of Elarion. Over fifteen years, his intelligence apparatus became arguably the most valuable asset Silvertongue possesses. He knows what happens in Nocturne’s Night Market before Kade Moros knows. He tracks Ironheart’s construct deployments in real-time. He monitors Fleshbound experiments and Wildborn pack movements.

His network is so comprehensive that some believe “Cipher” isn’t one person but multiple operatives using the same codename. The truth is simpler and more disturbing-he’s a single man who’s built the most invasive surveillance system in Elarion’s fractured chaos.

  • Paranoid Methodical: Cipher trusts no one completely, operating through cutouts, dead drops, and encrypted communications even with allies-no one knows his real name or what he looks like without disguise.
  • Information Obsessed: He’s addicted to information itself, not just its strategic value, collecting secrets obsessively and filing away details that may never prove useful simply because he can’t stand not knowing.

Cipher runs Judas’s infiltration operations in a classic handler relationship, providing intelligence about targets and extracting information Judas gathers during his deep-cover assignments. Cipher knows Judas will eventually betray him-it’s simply the infiltrator’s nature-and has prepared extensive contingencies for that inevitability.

Kade Moros (Nocturne)

Cipher occasionally collaborates with the Night Market’s master, providing Kade with intelligence about threats to the neutral zone’s stability.
